In a large mixing bowl, combine 3 cups of flour, 2 1/4 tsp of active dry yeast, 1/4 cup of granulated sugar, and 1 tsp of salt.
In a separate bowl, heat 1/2 cup of milk, 1/4 cup of butter, and 1/4 cup of water until warm (around 110-115 degrees Fahrenheit).
Add the warm liquid mixture to the dry ingredients and mix until a dough forms.
Knead the dough for about 5-7 minutes until it becomes smooth and elastic.
Place the dough in a greased bowl, cover it with a towel, and let it rise in a warm place for about 1 hour or until it has doubled in size.
Roll out the dough into a large rectangle, about 1/4 inch thick.
Spread a mixture of 2 tablespoons of melted butter and 2 tablespoons of ground cinnamon over the dough.
Roll the dough tightly, starting from the longer side, and cut it into slices about 1 inch thick.
Place the cinnamon rolls in a greased baking dish and let them rise for an additional 30 minutes.
Preheat your oven to 350 degrees Fahrenheit and bake the rolls for about 20-25 minutes, or until they are golden brown.
Remove the rolls from the oven and serve them warm, topped with a cream cheese frosting or glaze, if desired.
